Department Head - Resettlement 

Job Responsibilities

  • Develop PBCL’s resettlement framework and EIA plans, ensuring they align with the RAP,SMMP, andEMMP
  • Integrate resettlement needs into the broader project schedule and budget, while meeting local regulations and JV agreements
  • Collaborate with government entities and relevant NGOs
  • Facilitate public disclosure of environmental impacts and resettlement plans as required by Lao PDR law
  • Manage relocation logistics, ensuring timely completion of housing and community infrastructure
  • Supervise execution of the EMMP, focusing on pollution control, biodiversity, and water management
  • Ensure waste management, erosion control, and ecological protection measures are followed
  • Confirm adherence to legal requirements and corporate standards
  • Set up monitoring systems (site visits, surveys) to track relocation progress and livelihood outcome
  • Oversee baseline studies and regular checks on water, air, noise, soil, and biodiversity
  • Manage third-party audits or assessments as needed
  • Work with PBCL’s Environmental Management Unit, Social Development Section, and contractors to integrate social and environmental tasks into construction
  • Organize training for internal teams, local officials, and partners on resettlement regulations and best practices
  • Prepare concise progress reports, including updates to the RAP, EIA findings, and monitoring data

Job Qualifications

  • 8+ years of experience managing large-scale resettlement programs (preferably hydropower or similar infrastructure), including RAP preparation and oversight.

  • Solid knowledge of Lao laws, land acquisition protocols, and international social safeguards.

  • Proven ability to manage budgets, lead teams, and engage diverse stakeholders.

  • Exposure to EIA, environmental monitoring, and compliance reporting.

  • Strong negotiation, communication, and multicultural skills; Lao language preferred, English required.
