Head of Civil Engineer

Job Position

Lead civil engineering across GULF projects, setting strategy, governance, and standards while ensuring cost-effective, high-quality delivery, compliance, safety, and innovation.

Job Responsibilities

  • Lead and manage civil engineering function across GULF projects (power, renewable, infrastructure, data center)
  • Define engineering strategy, standards, and technical governance framework
  • Oversee design, construction, and delivery of civil/structural works from concept to completion
  • Ensure projects are delivered on time, within budget, and meet quality expectations
  • Review and approve engineering drawings, calculations, specifications, and methodologies
  • Monitor project risks, identify issues, and implement mitigation plans
  • Provide technical leadership and expert advice on civil/structural engineering matters
  • Lead, mentor, and develop civil engineering teams and project staff
  • Coordinate with cross-functional teams (Electrical, Mechanical, Project, O&M) for integrated delivery
  • Collaborate with contractors, consultants, and clients to ensure smooth project execution
  • Ensure compliance with regulatory requirements, international codes, and engineering standards
  • Drive QA/QC processes and conduct audits, inspections, and performance reviews
  • Enforce health, safety, and environmental (HSE) standards across all project phases
  • Manage engineering budgets, resources, and cost optimization initiatives
  • Review BOQ, cost estimates, and technical proposals
  • Support business development, feasibility studies, and technical due diligence
  • Lead stakeholder engagement with internal leadership, partners, and external parties
  • Drive innovation, continuous improvement, and adoption of new engineering technologies
  • Oversee site activities and provide guidance on technical challenges during construction
  • Ensure alignment of engineering activities with overall business objectives and project portfolio

Job Qualifications

  • Bachelor’s or Master’s Degree in Civil Engineering or Structural Engineering
  • Minimum 15–20 years of experience in civil engineering, infrastructure, or energy projects
  • Proven track record in large-scale EPC, power plant, renewable, or infrastructure projects
  • Prior experience at senior level (Manager / Director / Head of Engineering)
  • Strong expertise in civil and structural design, construction, and project lifecycle management
  • Solid knowledge of international engineering standards, codes, and regulatory requirements
  • Fluent in English both written and verbal (Minimum 750 TOEIC score).
  • Ability to travel/work upcountry and abroad.
