Operation & Maintenance Manager (O&M Manager) - Prachinburi/Chonburi

Job Responsibilities

• Manage and oversee overall SRF plant operations — waste reception and weighing, storage, shredding, screening, separation, drying, fuel storage and fuel delivery — to ensure safe, stable, and efficient production in compliance with company policies, operating procedures, and regulatory requirements.

• Control and monitor daily production through Shift Leaders and operators to achieve throughput, SRF output, yield, and availability targets, and plan production and delivery schedules against the waste-to-energy power plant's fuel demand and stock level.

• Ensure the SRF produced consistently meets the fuel specification agreed with the power plant (calorific value, moisture, ash, chlorine, particle size, and contaminants), and maintain sampling, testing, and quality records.

• Control feedstock acceptance and blending, reject non-conforming or hazardous incoming waste, and manage rejects, residues, and recovered materials.

• Develop, implement, and maintain Standard Operating Procedures (SOP), Emergency Operating Procedures (EOP), and work instructions covering start-up and shutdown, blockage clearing, isolation and lock-out, and fire response.

• Develop, implement, and monitor preventive, corrective, and predictive maintenance programs for mechanical, electrical, instrumentation, hydraulic, and utility systems, including shredders, screens, separators, conveyors, balers, dust collection, fire protection, and mobile equipment.

• Supervise maintenance personnel and contractors, and manage maintenance planning, wear parts and spare parts inventory, and shutdown activities in coordination with the power plant's outage plan.

• Conduct troubleshooting and root cause analysis for equipment failures, production losses, and incidents, and implement corrective and preventive actions.

• Lead fire prevention and protection, dust, odor, noise, and leachate control, and ensure compliance with all applicable safety, environmental, and permit requirements.

• Monitor and control operating cost per ton of SRF, prepare and manage the plant O&M budget, and review purchasing, material usage, and contractor requirements.

• Coordinate with the power plant's Operation and Maintenance Managers, waste suppliers, contractors, and relevant government or regulatory authorities to ensure uninterrupted fuel supply and compliance.

• Supervise, train, and develop operations and maintenance personnel, and ensure good housekeeping, operational readiness, and safe working conditions throughout the plant.

• Prepare production, maintenance, quality, cost, and HSE reports for management review.

Job Qualifications

• Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Environmental Engineering, Chemical Engineering, or related technical field.

• Minimum 10 years of experience in operation and/or maintenance of SRF or RDF plants, material recovery facilities, waste-to-energy plants, waste processing or recycling facilities, cement alternative-fuel operations, or heavy material handling and processing industries.

• At least 5 years of experience in supervisory or leadership roles such as Production Manager, Shift Leader, Maintenance Leader, Plant Supervisor, or equivalent.

• Ability to perform in roles with combined operations and maintenance responsibility up to O&M Manager level.

• Strong technical knowledge of size reduction and separation equipment, including shredders, trommel and disc screens, magnetic and eddy current separators, air classifiers, optical sorters, conveying systems, hydraulics, motor control and variable speed drives, PLC and SCADA systems, dust collection, and fire protection systems.

• Practical understanding of SRF/RDF quality parameters, sampling and testing, and the effect of fuel properties on boiler combustion.

• Solid experience in maintenance planning, CMMS, shutdown management, spare parts control, reliability improvement, and contractor management.

• Strong analytical and problem-solving skills, with the ability to lead root cause analysis and drive continuous improvement.

• Good understanding of safety, fire, environmental, and regulatory requirements applicable to waste processing and fuel production facilities.

• Ability to coordinate and lead multi-discipline teams and to work closely with the power plant's operations and maintenance management.
